AECID’s geographical priorities are set out in the Master Plan for Spanish Cooperation 2009-2012, which establishes three categories of partnership for countries – wide-ranging, focused and consolidating – with respect to the stage of development achieved.

Partnership Groups
Group A – Wide-Ranging Partnership: with Least Developed Countries, Low Income Countries or Lower-Middle Income Countries in which there are opportunities to establish a framework for long-term partnership, based on the principles of aid effectiveness, allowing the channelling of high volumes of ODA and the use of a wide range of instruments. Groups A and B, together, will receive at least 85% of the geographically allocated ODA for 2012, with Category A countries receiving two thirds of this funding.
Group B – Focused Partnership: with Least Developed Countries, Low Income Countries or Lower-Middle Income Countries in which the cooperation programme does not allow a Type A partnership, and for which development impact is enhanced by concentrating on a single key sector or on more than one, but under a single focus. These areas are jointly identified by Spanish Cooperation and the partner country, and selective use is made of development instruments. Groups A and B, together, will receive at least 85% of the geographically allocated ODA for 2012, with Category B countries receiving one third of this funding.
Group C – Partnership to consolidate development achievements: with countries targeted for specific partnership strategies promoting development through the strengthening of inclusive public policies, promoting South-South and triangular cooperation and through the provision of global public goods.
